"Child Welfare is supposed to take care of the financial needs of the children. Food and transport to and from school is also supplied. Due to a lack of funding and control, even these basic needs are not properly taken care of.
The house father, Kingdom, really loves the boys and tries to take care of their safety and emotional needs. Unfortunately, playing in a concrete courtyard, eating slop and being exposed to drugs, alcohol and crime on a daily basis only serves to attract them to the bright light of the streets where Marijuana smoking and crime at various levels, provide the excitement and fulfillment they crave. From Marijuana, these children are easily led to the greater high of Mandrax. Because of the high cost of acquiring these drugs, the children are driven to crime. For others, the numbing effect of glue sniffing, a cheaper alternative, helps them to retreat from the real world.
Many of the All Stars have been lost to the streets as a result of these influences.
